To promote and enhance our quality of life and opportunities for development through partnerships and information communications technology within the City of St. Thomas and the County of Elgin.

goals:

• To develop a "single window" access point to public and private sector services and information via a community portal in order to create an integrated community network that will facilitate applications solutions for community and economic development and define Elgin and St. Thomas as a "smart" community.
• To assist in the creation of a County wide network infrastructure to allow Municipal offices, libraries, fire departments, etc to connect to one another, and to facilitate internet access to the public in un-serviced or under-serviced areas.
